Radio Station Licensing

This subsystem allows system users to coordinate domestic frequency assignments with neighboring countries and to process coordination requests from neighboring countries. It also supports the frequency assignment notification process to the ITU.

Incoming Coordination
The Incoming Coordination module enables the Administration to evaluate potential conflicts between domestic stations and proposed frequency assignments from other countries. The requested assignment will be captured into the Technical Analysis subsystem and evaluated using the AFMS Electromagnetic Compatibility (EMC) analysis functions. When all analysis is complete, a response is forwarded to the requesting foreign country indicating the findings.

Outgoing Coordination
AFMS records Outgoing Coordination requests to neighboring countries and the ITU. In performing Outgoing Coordination, users prepare and send requests for bilateral coordination and Radiocommunications Bureau (RB) notification for frequency assignments proposed in the neighboring countries. Frequency assignments are first examined in the Technical Analysis module. Next, they are processed in Coordination/Notification. The operator then coordinates an assignment. For the RB, Forms of Notice are prepared and forwarded. For neighboring administrations, Bilateral Coordination Requests are sent.
