SPECTROCAN supported the Post and Telecommunications Department (PTD)
as it underwent a telecommunications reform process. The areas addressed
by the project included a baseline study covering current short and long
term organizational plans, confirmation of PTD priorities, detailed definition
of PTD Project activities, current processes, organization structure and
manpower situation, state of automated spectrum management and utilization
of monitoring systems. Additionally the project addressed frequency management
systems (FMS) and supporting databases, spectrum assignment strategies,
monitoring and control optimization, training and transfer of technology,
consulting services and relevant socio-economic and environmental issues.
SPECTROCAN,
in association with a local IT company, was awarded a contract late 2004.
The core of the project is an automated customized spectrum management
system spanning the client's HQ and five regional offices. The scope includes
also an extensive computer network in support of the automated spectrum
management system. The Automated Spectrum Management System (ASMS) covers
all aspects of the radio spectrum management, from licensing and administrative
tasks to advanced engineering tools for planning and design of wireless
communication networks and broadcast analysis. Engineering tools are supplemented
by the advanced GIS providing a 3D display of the initial data and the
ensuring results. Data entry screens will be provided in Thai language.
