In 1992, SPECTROCAN signed a contract to provide the Telecommunication
Authority of Singapore (TAS) with a turnkey Integrated Frequency and Licensing
Management System (IFALMS). The system consisted of an automated frequency
management system with customized software plus a computerized Data Collection
Vehicle with radio monitoring equipment, operating together as an integrated
system. The IFALMS included a customized version of the basic AFMS software
plus new functionality required by TAS, such as the FACSMAB (Frequency
Assignment Co-ordination for Singapore, Malaysia, and Brunei) committee
data, Dealer Licensing, Type Approval Processing, Warship and Temporary
Licensing, and Technical Analysis in FM and TV Broadcast bands.
Subsequently,
IDA acquired from LS Telcom a number of engineering tools related to coordination
and frequency assignment. These tools were integrated into the AFMS licensing
system. A new version of the FACSMAB coordination software used by Singapore,
Malaysia and Brunei was also developed to assist IDA in acting as the
FACSMAB coordinator. The entire project was completed in 9 months.
